Welcome, Beclean! A campaign within the European Commission project, "Europe in my region", to promote investments made with European funds!

"Europe in my region" is a communication initiative of the European Commission that brings to the fore EU actions for regions throughout Europe. The funded projects are tools and opportunities for dialogue with citizens, they can illustrate with concrete examples the co-financing efforts from the EU and the regions.

In the period 2021-2023, through the "Europe in my region" project, 40 regional campaigns will be organized, they will be implemented in 8 countries: Bulgaria, Finland, France, Germany, Greece, Italy, Portugal and Romania.

Welcome, Beclean! is the first campaign implemented in Romania, it takes place in the Northwest Development Region and takes place between October 25 and November 25, 2021.

The campaign publicizes the investments made during three distinct financial years of the European Union, materialized through the Assistance Program for Economic Reconstruction (PHARE 2005), the Regional Operational Program 2007-2013 and the Regional Operational Program 2014-2020.

Funding through the Assistance Program for Economic Reconstruction (PHARE 2005)

  • "Increasing the value of the spa potential of salt lakes in the North-West region"

The project was based on a partnership between Bistrita-Năsăud County Council, Cluj County Council and the Northwest Development Agency.

The total budget was 4.2 million euros, of which 1.8 million euros for the Figa Baths.

The European funding of the project was provided by funds from the Phare 2005 Economic Reconstruction Assistance Program, supplemented by a substantial amount from the local budget of UAT Beclean.

Through this project, the Băile Figa resort was established and the first landscaping works of the beach took place in parallel with those included in the modernization projects of the Cojocna and Dej baths.

The specific objectives of the funded project:

• diversification of tourist services in order to increase the number of tourists at Baile Figa Beclean;

• expansion of the Balnear Park leisure structure from Băile Figa through the construction of a Mini Aqua Land (leisure complex consisting of a swimming pool and slide);

• the construction within the spa park of a water park consisting of a swimming pool with hydromassage facilities, a pool with three slides and a sauna;

• increasing the tourist offer with new services to favor the increase in the number of Romanian and foreign tourists, with an effect on the development of tourism in the region, economic growth and the number of jobs.

Target group of the funded project:

The beneficiaries of the spa park are the residents of the city and the county, but also other Romanian and foreign tourists who will be the main users of the leisure infrastructure.

Financing through the Regional Operational Program 2014 – 2020

  • The rehabilitation, expansion, modernization and endowment of the educational infrastructure of the Kindergarten with an extended program White as Snow, place. Beclean" implemented by UAT Oraș Beclean.

The project was financed under the Regional Operational Program 2014 - 2020, Priority Axis 10 - "Improving the educational infrastructure", Investment Priority 10.1 - "Investments in education and training, including vocational training, for the acquisition of skills and lifelong learning through the development of education and training infrastructures", Specific Objective 10.1 - "Increasing the degree of participation in early education and compulsory education, especially for children at high risk of leaving the system early, appeal dedicated to compulsory education".

The total value of the project was 6,365,913.68 lei, of which the non-refundable eligible value from the European Regional Development Fund (ERDF) was 5,366,864.54 lei (85.%), and the contribution granted by the Government of Romania was used to be 820,814.57 lei (13%).

The rehabilitation and modernization works concerned the development of an area of 1327 square meters, of which the constructed area with playgrounds is 1017 square meters. The kindergarten benefits from 350 square meters of green spaces and seven playgrounds equipped with modern teaching equipment and materials.

The impact of the project is the improvement of the educational infrastructure, the increase in the level of comfort and safety, as well as the doubling of the total number of participants in the educational process.

The source of inspiration for this project was a kindergarten in Fuji, Japan, which was presented as a model of good practice at the World Innovation Summit for Education.

  • "Drumul Garii in Beclean. Improving the urban mobility of the city of Beclean", SMIS 118071

The project is financed within the Regional Operational Program 2014-2020, Priority Axis 3 - "Supporting the transition to a low-carbon economy", Investment Priority 4E - "Promoting low-carbon strategies for all types of territories , especially for urban areas, including the promotion of sustainable multimodal urban mobility and relevant adaptation measures for mitigation", Specific objective 3.2 "Reducing carbon emissions in urban areas based on sustainable urban mobility plans".

The general objective of the project is to increase the quality of life in the city of Beclean, by improving the urban mobility of the inhabitants, in accordance with the Sustainable Urban Mobility Plan. The project will lead to the reduction of carbon emissions in the urban area of Beclean by over 4%.

The specific objectives of the project aim to reduce the use of cars by increasing the number of users of electric and non-motorized transport systems along with the development and establishment of the necessary infrastructure. Another objective aims to increase the use of electric and non-polluting transport by modernizing driving conditions, improving safety conditions and ensuring traffic management in order to reduce travel times.

  • "The development of urban mobility in the City of Beclean. Stage II Expansion", SMIS 126271

The project is financed within the Regional Operational Program 2014-2020, Priority Axis 3 - "Supporting the transition to a low-carbon economy", Investment Priority 4E - "Promoting low-carbon strategies for all types of territories , especially for urban areas, including the promotion of sustainable multimodal urban mobility and adaptation measures relevant for mitigation", Specific Objective 3.2 - "Reduction of carbon emissions in urban areas based on sustainable urban mobility plans".

The general objective of the project aims to increase the quality of life in the city of Beclean by developing the urban mobility of the inhabitants in accordance with the revised Sustainable Urban Mobility Plan. The project involves the rehabilitation of the road system related to public transport, the development of routes for public transport, the rehabilitation of sidewalks, the development of cycle paths on modernized streets, but also independent cycle paths, the expansion of the pedestrian and intermodal area, the purchase of buses and 50 bicycles, development of e-ticketing systems for public transport and bicycle stations.

The specific objectives of the project:

  • reducing CO2 emissions;
  • reducing the use of cars for trips within the town;
  • the expansion of non-polluting public transport in the city of Beclean;
  • increasing the number of users for electric and non-motorized means of transport by developing the necessary infrastructure.
