TECHNICAL SPECIFICATIONS
Regarding the acquisition of:
Recertification and supervision services of the quality-environment integrated management system in accordance with the ISO 9001: 2015 and ISO 14001: 2015 standards
Purchase object:
Recertification and supervision of the integrated quality-environmental management system of ADR Nord-West in the period January 2018 – January 2021 for the following fields of activity:
- Management of planning, programming and development of regional development strategies
- Regional management of regional development funds (government and European funds)
- Managing cooperation in the field of regional development (transnational, cross-border and interregional)
- Development and provision of technical assistance services in regional development
- Providing training and professional development services
- Provision of research-development and technological transfer services
Purchase object description (technical specifications):
Recertification services and supervision of the Quality-Environment Integrated Management System will be purchased, in accordance with the requirements of the ISO 9001:2015 and ISO 14001/2015 standards, having the following stages:
- The recertification audit includes: – The recertification audit – The preparation of the audit report, the analysis of the recertification file and the issuing of certificates – The right to use the issued certificates
- Supervision no. 1 (the invoice will also be made 11 months after the date of the recertification audit) includes: – The surveillance audit – The preparation of the audit report – The right to use the issued certificates
- Supervision no. 2 (the invoice will also be made 22 months after the date of the recertification audit) includes: – The surveillance audit – The preparation of the audit report – The right to use the issued certificates
Mandatory contractual clauses:
The contract must contain at least the following clauses:
- Obligations of the certifier;
- Obligations of the organization:
- The value of the contract broken down by the costs of each certification/surveillance stage.
- Payment methods;
- Duration of the contract. Termination and suspension of the contract;
- Limits of Liability.
Delivery/performance/execution term:
The recertification audit will take place between January and February 2018, and the contract will run for three years (2018 – 2021).

- The Certification Body must be accredited RENAR for quality management systems (ISO 9001) and environmental (ISO 14001) (qualification requirement)
- The Certification Body must be recognized by IQNet Ltd. or another similar international level body (qualification requirement)
- The financial offer will include, in addition to the costs of re-certification and supervision, the costs related to the transport, accommodation and meals of the auditors involved in the provision of the services, throughout the validity period of the contract.
