The form of the contract from the applicant's General Guide for the 2014-2020 ROP has been modified

On 16.07.2019, the Ministry of Regional Development and Public Administration issued the order to modify the form of contract attached to the Applicant's General Guide for the 2014-2020 ROP, which contains general conditions for accessing funds within the program.

The amendment refers to the financing contracts related to the projects that fall under the regional allocation related to the call for projects and/or the allocation of the county seat municipalities (OS 4.1, 4.2, 4.3, 4.4, 4.5). For these, the possibility of increasing the non-refundable financing granted, by additional act, up to the maximum limit that could have been granted, if the project was fully within the previously mentioned allocations, was included, for the use of the savings registered at the investment priority level /at the level of county seat municipalities (OS 4.1, 4.2, 4.3, 4.4, 4.5).

The change comes in support of the beneficiaries, to relieve their budget, if savings are recorded within the previously mentioned allocations. The aforementioned amendment does not apply to calls for projects where state aid schemes/minimis measures are applicable.

Also, the form of the financing contract was modified by including, for revenue-generating projects, the mention related to the percentage of the non-refundable value granted by referring to both the total amount of eligible expenses and the necessary amount of financing, in order to achieve a correlation of respective information.

The rest of the conditions and provisions of the General Guide remain unchanged.
