The Ministry of Regional Development, Public Administration and European Funds (MDRAPFE) issued the order to amend and supplement the Applicant's Guide - Specific conditions for accessing funds within the project calls under the title POR\/2016\/3\/3.1\/B\/1\/7REGIUNI and POR\/2016\/3\/3.1\/B\/1\/BI, Priority Axis 3 \u2013 Supporting the transition to a low-carbon economy, Investment Priority 3.1 \u2013 Supporting energy efficiency, smart energy management and the use of energy from renewable sources in public infrastructures, including public buildings, and in the housing sector, Operation B \u2013 Public Buildings, within the 2014-2020 ROP.<\/p>\n
The main changes refer to the following aspects:
\n1. In order to prove the right invoked by the beneficiary over the building on which the investment is proposed (if the final documents regarding the public property were not submitted before the signing of the financing contract), it is accepted:
\n1) The updated land register extract from which the final registration of the public ownership right over the building results, as well as the conclusion;
\n2) The updated Government decision, published in the Official Gazette of Romania, regarding public ownership of the building,
\nat the latest on the date of issuance of the construction permit related to the project, but no later than 12 months from the date of entry into force of the financing contract.
\n2. Updating the specific contractual clauses, as a result of the changes to the form of contract in the General Guide.<\/p>\n
