The Beneficiary?
Beneficiary: Institution,company, university or NGO which is the owner of infrastructure for which he applied for financing
Final beneficiary: community, pupils, students, tourists, patients benefiting from the newly created facilities
Briefly: Complex of documents made of the application for financing, technical – financial documentations, statements, Land Registry certificates etc.
In real words: Complex of investments in infrastructure or equipments, investment management activities, which should serve to reach the objective for which financing has been received.
Example –domain 5.1. “Patrimony:
The objectives of this major intervention domain are as follows:
- Increase the importance of tourism and culture as a factor simulating economic growth in the regions, complying with the principles of sustainable development and environmental protection;
- Extension of tourist season;
- Increase the number of tourists , by turning into good account the local and the regional cultural tourist potential on the national and the international tourist market.

For the maximum score:
Ex. 1: The extent to which the project contributes to the increase of the number of tourists by turning into good account the local and the regional cultural tourist potential – project implementation is expected to bring about an average increase of the annual number of tourists visiting the patrimony objective by more than 5%. Project implementation is expected to bring about an increase of the tourist season by more than 3 month a year.
Ex. 2:The project implements measures for the improvement of environmental quality as well as the increase of energy efficiency.
From objectives to activities and indicators
The Beneficiary proposes to carry out activities
Their success is measured by means of indicators
Example:
In the rehabilitated objective, there’s organized an event which brings about reaching the indicator proposed for the increase of the number of tourists

Preparation period – the Beneficiary gives information about the project undergoing preparation to be published
Possible questions:
Which is the real economic impact on local, county, regional communities? Environmental impact?
Which are the measures for the use of renewable energy?
How much do you expect the number of tourists to increase? On which fact do you count?
After the rehabilitation of this school, how do you expect the quality and efficiency of education in city to increase?

The Beneficiary submits “the project” to the Intermediate Body .
From that moment, North-West RDA is entitled to make public statements concerning the projects subject to evaluation
The Beneficiary can make statements based on the project, as he is the legal owner of the application for financing and the documentation

Perceived as the climax, it is only the beginning …
Possible questions:
What is project implementation period?
How many persons are in the project team?
Are there enough funds at the local or county budget to support implementation?

Possible questions besides those related to procurement:
How long does it take for expenses within the project to be deducted?
Why does the builder not work?
What happens if works are not completed in time?
What happens if works are finished earlier?

What was the most difficult moment during implementation: when it snowed in April or when you did not have funds to pay for the equipments?
Did you reach the growth indicator by 5% of the number of tourists?
