Financing

The building of a new registered office of the North-West Regional Development Agency in the place of Radaia (the country village of Baciu, Cluj county) is financed through the Phare programme 2006 „The Programme for the support of RDA for the restoration / construction / acquisition of registered offices” (Budget line RO-PHARE-2006/018-147.04.01).
The Agency tried, ever since its foundation in 1998 to find a solution to the issue concerning the premises where it operates. The real estate located at no. 2 Sextil Puscariu Street in Cluj-Napoca where it currently operates is not appropriate to carry out its activity under good conditions. The need for a new registered office is necessary in the light of strengthening the polarizing role of the North-West RDA against a background of regional development, respectively a considerable increase of the number of organization’s employees for ROP 2007 – 2013 implementation, but also the implementation of other projects and services for the support of regional development such as international cooperation, cooperation with the private environment, with the local public administrations etc.

The financing contract between the Ministry for Rural Development and Housing and North-West RDA for the building of the Agency’s registered office was signed in December 2008 and the non-refundable financing from which North-West RDA benefited for the building of the new registered office is of 675,000 euros. At its turn, the Council for North-West Regional Development (CDR) has approved through the Decision no. 311 of January 21st 2009 the contracts / covenants concluded by the North-West RDA for the purpose of building its new registered office in the place of Radaia.

The contract for works was signed on April 13th 2010 as it was granted as a result of a third session of public auctions, of a company partnership in Cluj-Napoca made up of:
TCI Contractor General (the partnership leader), Serco Construct and Intelterm Consulting. The value of contract performance is RON 2,656,564.00, to which there should be also added the VAT.

About the building

The new registered office of the North-West RDA shall comply with the European standards concerning the best working conditions for Agency’s employees, access for disabled people, necessary parking lots but also the need for environmental protection.
The project is intended as a model for good practices in the use of green energy: the registered office shall be equipped with sun panels to produce electrical energy and the necessary technology (pumps) to turn soil warmth into thermal energy.

The new registered office of the North-West RDA shall have a built-up area of 1,800 sq.m. on four floors (UF+GF+2F), and the building will be made in such a way as to support any possible superelevation by 2 more floors. There will be 2 conference rooms with a total seating capacity of about 133 seats (25+108)

Project completion

The completion deadline for the new registered office as per the contract between the MDRL [Ministry of Regional Development and Housing] and the North-West RDA is November 2009.
