Regional Committee for Strategic Evaluation and Correlation
The Regional Committee for Strategic Evaluation and Correlation (CRESC) North-West, organism without legal status, was created by North-West Regional Development Board (RDB) decision no. 258/05.09.2007.
CRESC has 24 members: two representatives of the local public administration authorities in each of the six counties of the region and two representatives of the socio-economic environment in together with the Meetings of the Regional Development Board of the North-West Region of Development.
CRESC North-West was founded according to GD no. 764/2007, in order to secure the institutional framework necessary for the implementation of the 2007-2013 Regional Operational Programme. Having as main attributions the evaluation of the degree to which the projects can contribute to reaching the objectives of the development strategies of the regions, and also the correlation, at a regional level, of the projects financed by public funds.
CRESC has the following attributions:
(a) It strategically evaluates the projects presented for financing at a regional level within the Regional Operational Programme and it establishes the priorities;
(b) It approves the list of the projects that are a priority for the region, in order for them to be financed within the Regional Operational Programme;
(c) It emits opinions and recommendations regarding the correlation at the level of the development region of the projects financed/that can be financed by public funds;
(d) It recommends to the Managing Authority for the Regional Operational Programme the completion, revision and/or substitution of a series of strategic evaluation criteria;
(e) It recommends to the Managing Authority for the Regional Operational Programme financial reassignments in the region among the areas of intervention within the priority axes and among the priority axes, based on the analysis of the degree of contraction and inherently of the number of sustainable projects that can be contracted, in order to submit them for approval to the Monitoring Committee of the Regional Operational Programme.
(f) It recommends to the Managing Authorities / Intermediary Organisms of the Operational Programmes, the National Programme for Rural Development, and of the institutions that manage programmes financed by public funds, action direction with the purpose of correlating the programmes in the region.
(g) It approves the biannual and annual activity reports of the CRESC.
