Based on the model proposed by the chairman of the European Commission, Jose Manuel Barosso for the future European Institute of Technology (EIT) which became operational in 2008, the Regional Institute for Education, Research and Technology Transfer (I.R.C.E.T.T.) proposes to quantify the activities in the field of Education – Research – Development – Innovation by engaging the competent human resources in the “triangle of knowledge” based on knowledge based economy concept.
The initiative to set up the I.R.E.C.T.T. can be considered the first pilot project of the Regional Strategy for Innovation of Northern Transylvania – REGIS NW, the main objective of which is to increase the attractiveness and the competitiveness of the North-West region by achieving a support system for innovation at the regional level and by promoting a culture of innovation.
Organized in the form of a joint stock company, the Institute proposed to become the connecting bridge between public authorities, academic and research environment and business environment, a pylon entity in the sustainable and balanced development of the Northern Transylvania Region. The main objective of this Institute is to quantify at the most the competitive advantages of this region and its promotion among the most successful regions in Europe.

All these ambitious objectives shall be achieved through the extremely important contribution of its founding members: Cluj County, Maramureş County, Sălaj County, Bistriţa-Năsăud County, Satu Mare County, Satu Mare municipality, „Babeş-Bolyai” University of Cluj-Napoca, the Technical University of Cluj-Napoca, University of Agricultural Sciences and Veterinary Medicine of Cluj-Napoca, „Iuliu Haţieganu” University of Medicine ad Pharmacy of Cluj-Napoca, University of Arts and Design of Cluj-Napoca, University of Oradea, Northern University of Baia Mare, ARIES - Transylvania Branch and the North-West Regional Development Agency.

Company’s strategic objectives for 2009
The strategic objectives of S.C. I.R.E.C.T.T. S.A. for 2009 are as follows:
1) Development of competences for education of adults, focusing on the development of competence assessment services;
2) Development of research – development services in order to create competences in the fields in which the Cluj-Napoca Competitiveness Pole will get specialized;
3) Development of business services;
3.1. development of competences and service supply in the field of technology transfer;
3.2. development of consulting services for the strengthening of a consulting professional network in business;
3.3. development of consulting services in the field of public acquisitions;
4) service development to make easier the implementation of investment projects;
4.1. energetic audit services;
4.2. design services in the field of territorial planning, with a focus on urban planning;
4.3. building works surveillance services;
5) contribution to the development of a business infrastructure to increase the competitiveness of national economy (Competitiveness Pole)
Conclusion
Ever since the company’s setting up, S.C. INSTITUTUL REGIONAL PENTRU EDUCAŢIE, CERCETARE ŞI TRANSFER TEHNOLOGIC S.A., stood out through the innovative character starting from the shareholding structure, which is something completely new at the national level to the concerns of the company’s management to ensure an excellence management of research-design activity.
Company’s wide shareholding reuniting local public administrations, all state universities in the Northern Transylvania Region as well as sectoral associations, will create the premises for the access to high level competences especially in the field of research and design. Design competence coverage area is a wide one starting from humanities up to technical, medical and agricultural sciences.
Company’s management is achieved on a consultative basis, through the involvement of all shareholders reunited in the company’s Coordination Committee under the Director’s coordination, respectively the North-West Regional Development Agency.
Urban planning represents one of the company’s strategic action directions for the coming period, therefore aiming to turning into good account the internal ad external competences in this field.
