In the spirit of the strategic activity direction SAD 2 regarding the increase of attractiveness for regional investments, the North-West RDA has signed, in time, several collaboration protocols and associations for the Regional Offices for Trans-border Cooperation in Oradea and Suceava. In this way we engaged in a series of common activities meant to ensure the reaching of the objectives of all partners.
The association with the North-West RDA within the Regional Office for Trans-border Cooperation in Oradea for the Romania-Hungary Border (BRECO)
The office is the result of the association of the regional development agencies that entail counties situated in the common Romania-Hungary border area. The founding members of the association are the North-West Regional Development Agency, with the headquarters in Cluj-Napoca, and the West Regional Development Agency, with the headquarters in Timisoara.

The association of the North-West, North-East and South-East Regional Development Agencies – ROTC SUCEAVA
The Regional Office for Trans-border Cooperation Suceava, ROTC SUCEAVA, is an intergovernmental non-profit body, a legal entity that operates in the field of regional development and trans-border cooperation. It is composed by association of the North-West, North-East and South-East Regional Development Agencies.

Protocol for Collaboration with the Regional Agency for Environmental Protection Cluj-Napoca, signed on the 1st of September 2005
Objectives:
* Identification of the regional priorities of economic development regarding environmental protection;
* Planning of the efficient distribution of the financial resources assigned through the European assistance programmes in the environmental sector;
* Defining and elaborating the regional development policies;
* Elaborating and updating the regional environmental protection plans;
* Assuring and developing an adequate administrative management capacity at a regional level in the field of programmes regarding the environmental sector financed by European funds.
Protocol for Collaboration with the National Employment Agency, signed on the 2nd of November 2005
Objectives:
* Identification of the regional priorities of economic development related to human resources development;
* Regional planning of the efficient distribution of the financial resources assigned through the European assistance programmes for human resources development;
* Defining and elaborating the regional development policies;
* Assuring and developing an adequate administrative management capacity at a regional level in the field of programmes for human resources financed by European funds.
* Implementing the National PHARE 2003 programme for Romania, Subcomponent B (5,60 MEUR) Human Resources Development
Common collaboration statement between Bihor County Council, Bistrita Nasaud County Council, Cluj County Council, Maramures County Council, Satu-Mare County Council, Salaj County Council in the North-West Development Region (Romania) and Veneto Region (Italy), signed on March 16, 2006
Objectives:
* Intensifying the actions meant to develop the relationship between the parties by signing an agreement between the counties in the North-West Development Region and in the Veneto Region
Protocol for Partnership for the coordination of communication on european themes, signed on August 25 2005 and renewed on April 27 2006
The strategic communication partnership signed between the North-West RDA and the European Commission Delegation in Romania is implemented according to the ECD communication strategy, to the communication strategy of the North-West RDA and to the common action plan. It stipulates: press campaigns; editing and distribution of publications; promotion campaigns of EU programmes for Romania; activity within the multipliers network in the North-West Region etc.
Protocol for Cooperation with the Romanian American Network, Inc., A Not For Profit Organization, SUA, signed on June 15 2004.
Objectives:
* Obtain a mutual support in the economic and cultural development of the environment they come from;
* Create a context proper for an efficient collaboration in various fields of activity;
* To support and develop the cooperation and collaboration relationships between the two institutions, and also regarding the collaborators of each of them.
Protocol for collaboration with the Faculty of European Studies – Babes-Bolyai University Cluj-Napoca, signed on the 1st of October 2005
Objectives:
* Facilitation of access to specialists for organizing workshops in the master’s programme;
* Development, inside the FES library, of the Common Center for information-documentation for the Knowledge Society.
Protocol for regional partnership with the Import-Export Bank of Romania EXIMBANK S.A., Cluj Branch, on May 26, 2006
Objective:
* Collaboration at a regional level regarding regional development through financing, co-financing, guarantee, insurance from the Import-Export Bank of Romania EXIMBANK S.A., Cluj Branch, of projects of common interest that are included in the development programme.
